那你试一下擦除flash。
另外，建议将用CCS6.

flash锁了 烧写过程中会提示的 这个明显不是
还有你说的RAM也不行 这就更不对了
首先你的ccs连接上目标板了没有 如果连接上排除仿真器问题
如果连接上 在线调试看看 这时候就在RAM中跑的
从你的报错看 应该是.out加载失败 我觉得你生成的.OUT有问题 或者不是这款MCU的

擦除，
重新烧写试试，
不行换个CCS版本，
换个仿真器试试

仿真器能正常连接CCS么？建议更换仿真器试试，从硬件角度测试一下其设备。
