DSP TMS320F28335连接不上

我用TI TMS320F28335 生产一批货 500台  有差不多25台连接不上 JTAG连不上。晶振正常、电源都正常 芯片每个引脚 地源地连接 JTAG检查都没虚焊；连接时CCS报Failed CPU Reset: (Error -1156 @ 0x0) Device may be operating in low-power mode. Do you want to bring it out of this mode?   怎么加焊维修都不行 除了换DSP芯片才能解决。请问这会是啥问题？谢谢！
