TI中文支持网在调试DSP6670的时候，test connect能通过，但是连接不上板子，板子不是官方的。报如下错误

(Error -2131 @ 0x0)
Unable to access device register. Reset the device, and retry the operation. If error persists, confirm configuration, power-cycle the board, and/or try more reliable JTAG settings (e.g. lower TCLK).
(Emulation package 5.1.73.0)
我使用的是闻亭的XDS560V2仿真器，可以确定的是仿真器没有问题，因为在调试DSP6678的时候可以使用。
CCS版本是5.4
启动模式已经调至no boot模式，已经尝试过多次重启设备、CCS、电脑，多次插拔仿真器。
请问还有什么可能的原因呢
