ISO1228: How to select the Rthr resistor value; which IL type (2.5 mA or 3.5 mA) should be used as the calculation reference?

I plan to design a circuit that supports both sink and source modes. The requirements are IL(max) ≤ 8mA, turn-on threshold current ≥ 3.8 mA, and turn-off threshold current ≤ 1.3mA. Based on these requirements, how should the Rthr resistor value be selected, and which IL type (2.5 mA or 3.5 mA) should be used as the calculation reference?
