TMS570LC4357: 烧录时出现报错

使用ccs下载程序时，调试器使用的是XDS200，出现下面 的错误：Error connecting to the target: (Error -241 @ 0x0) A router subpath could not be accessed. A security error has probably occurred. Make sure your device is unlocked. (Emulation package 20.0.0.3178)，经测试晶振时钟是10MHz，没有问题，请问这是什么原因呢？
