TMS320F28384S: 烧录仿真器连接失败

Debug的时候报这种错
直接验证连接的时候却显示连接正确

换了块板子，换了个仿真器，换了个工作空间，Debug都报同样的问题

现在验证连接也出问题了

换了个USB插口，连接验证恢复了，但是调试依旧报同样的错

再换了一块新板后就跑通了，应该是DCSM工的问题，开放OTP烧写的话是不是只能烧一次，之后板子就连不上了是吧
