LM3488: the stalling of engine and can’t start again

Our end customer happened the stalling of engine and can’t start again issue at the OEM, we have do the ABA, the defect phenomenon follows the defect  IC.

The output voltage is 5V at the moment of power-on，then will be a small drop to 4.48V at the moment of power-on. then the status have continue 1ms after recover, as below picture, please help to confirm whether this phenomenon is abnormal? and why produce?
