PGA900: OWI ,reset

Hello,

I had some problem about OWI with PGA900, when I add the active plus , 7.3V-5.6V-7.3V, the waveform like below, IT can't activate the IC ,and  always happened the strange status, the PGA900 IC seemed reset..see the second picture.it shows the error-615 and error-2064, also :unable to determine target status after 20 attempts, failed to remove the debug status from the target before disconnecting.

I want to know which reason can cause this problem ..what can cause the IC reset.
